Take the valve off the end and see if that makes a difference.

It it only is releasing pressure, and not drawing back in, that will hold the fuel in the line.

I think the valve is defective. It allows air pressure in & out of it, not 1 way. If I'm correct, it should only let the tank suck air in correct?

Yeh it needs to draw air in to equalize pressure. Ditch the 1 way & just put a fuel filter on it w/the arrow direction going into the tank. I like the tank to have equal atmospheric pressure.
